First F-1 winding down? Ready for an MBA, Ph.D., or second master's?
This path is simpler than most people think.

F-1 to F-1 is usually a SEVIS transfer or a new I-20 — handled between your current and new DSOs. We help you pick the right next program, time the transition perfectly, and protect your OPT eligibility.

When F-1 → F-1 makes sense

Three scenarios we see most often.

OPT is ending and H-1B didn't come through

You finished your master's, used your 12-month OPT (plus 24-month STEM if applicable), and the H-1B lottery didn't land. A second F-1 in an aligned program extends your time and resets OPT eligibility.

Stepping up to MBA or Ph.D.

Your bachelor's or master's on F-1 is done. You want an MBA for a career pivot, a Ph.D. for a long-term research path, or a doctorate in your field. A new I-20 at a new program is the move.

Switching schools mid-program

You're unhappy with your current program, DSO, or location. A SEVIS transfer moves you to a new SEVP-certified school without breaking status.

Upgrading to a STEM-designated program

Your current program isn't STEM-designated, so you'd lose out on the 24-month OPT extension. Switching to a STEM program now unlocks that.

Your timeline

A typical F-1 → F-1 case, week by week.

  1. Week 0

    Free Status Review. We map your current SEVIS record, OPT history, and grace period window. Most F-1 → F-1 moves are handled with a new I-20 + SEVIS transfer between DSOs. We confirm which applies.

  2. Weeks 1–3

    Matched to 3–5 aligned programs. Because you're already in F-1, admissions teams usually move fast on the I-20.

  3. Weeks 3–5

    SEVIS transfer (DSO-to-DSO) or new I-20 issuance. If it's a change of education level, your current DSO updates the record directly.

  4. Program start

    Enroll full-time. Your new program's DSO activates the next SEVIS phase, and your OPT eligibility calendar resets based on the new degree level.

Timing with OPT and grace period

You have a 60-day grace period after OPT ends. Start at a new program within that window to stay in status without re-entering the country.

Losing OPT eligibility

Each new degree level resets OPT — but only if the new program is at a *higher* level than your prior degrees in the U.S. A second master's at the same level doesn't grant new OPT.

Gaps between programs

Enrolling too late (outside the grace period) forces a consular re-entry. We time the new I-20 to start before the grace period expires.

STEM OPT already used

If you've already used your 24-month STEM extension, a new F-1 at the same degree level won't give you another round. A step up (master's → Ph.D., or bachelor's → master's) would.

In most cases, no. If you're already in valid F-1 status, a SEVIS transfer (school-to-school) or change of education level is handled by your DSO, not USCIS. An I-539 is only needed if you're outside status or your SEVIS was terminated.
